I’m Edgardo Dingal Caseñas from the Philippines, a regular government employee serving since 1994 as Senior Administrative Assistant Officer I in the Office of the Secretary to the Sangguniang. Assigned mainly to the Records Section, I manage data control, provide research and decision-support analysis, maintain office systems, troubleshoot technical issues, and support day-to-day legislative and administrative work.
As a long-time LGU systems builder, programmer, and developer, I have spent decades designing, improving, and maintaining government office systems, including digital transformation initiatives such as the Paperless Session Program and Legislative Tracking System. For nearly four years, I have also served as prayer leader for the 13th and 14th City Councils, helping foster unity and purpose through opening prayers.
This MDRRMO portal applies that same practical service approach for Dumalinao by combining alerts, weather and hazard monitoring, flood updates, and operations coordination into one working platform for faster response, clearer reporting, and better decision support. Outside government work, I am also a seasoned Building Designer with more than 20 years of experience in architectural and structural design, now transitioning to online freelancing, using Revit Architecture, Civil 3D, Archicad, STAAD Pro, and related tools to prepare detailed plans, structural analysis, cost estimates, and quality technical documentation.
